The most useful thing about the 15-month policy isn't what it did. It's what its removal teaches you about planning.
September 2022, it appears. Described as temporary. Four years later, conditions change and it's gone in a single announcement, effective immediately.
Now think about how many people made ten-year decisions assuming that rule was permanent. People who bought private because downgrading was blocked anyway. People who didn't buy private because they feared being trapped. People who rushed a flat purchase in 2022 to beat the deadline.
Every one of them planned around a dial that got turned.
The same is true right now, in reverse. ABSD rates, the SSD holding period, LTV limits, this rule — all dials. All adjustable. If prices run too hot next year, something comes back.
So build a plan that survives the dial moving. Not one that depends on it staying put.
