The 15-month policy removal made downgrading easy. It did not make it reversible. Those are completely different things and people are confusing them this week.
Here's what happens after you sell the condo and buy the flat.
You're into MOP. Five years for a standard flat. Ten for Plus or Prime. You physically occupy it for that whole period before you can buy private again.
Want an HDB loan at any point? Thirty-month wait-out, unchanged.
So a decision you can now make in months takes years to undo. And you'll be undoing it at whatever prices exist then, not the ones you sold at.
That asymmetry is the whole risk. Getting in got faster. Getting out did not.
Think in ten years, not three. And if you're not sure, the policy will still be here next month.
